The key switch or power switch is in the on position.
The fuse or circuit breaker has been checked or reset.
The scooter has been pushed to walking speed before engaging
throttle.
The brake lever switch has been disconnected from the speed controller.
The wiring and wire connectors have been checked and are in good
shape.

Most electric scooters with
old or worn out battery packs will operate with a very small amount of power
when the battery charger is plugged into both the scooter and the
wall at the same time.
Lift or block the scooter's rear wheel off of the ground and plug
the battery charger into the scooter and then the wall. Turn the key
or power switch on and engage the throttle all of the way. Listen or
look back to see if the rear wheel is slowly spinning. If the wheel
spins only when the battery charger is plugged into the scooter then
the battery pack is worn out or faulty. If the scooter has indicator
lights and they only turn on when the battery charger is plugged in
that also indicates a worn out or faulty battery pack.
