The key switch or power switch is in the on position.
The fuse or circuit breaker has been checked or reset.

With the power or key switch on try
pushing the scooter a little faster than walking speed and then
engage the throttle to see if it will work. Some electric scooters
have a safety interlock feature built into them which prevents their
motor from powering on until they are pushed to around walking
speed.
